As the 2025-2026 school year begins, the City of Doral is rolling out an automated photo-enforced speed detection system in designated school zones—an initiative that demonstrates how Florida cities can combine technology, public education, and targeted enforcement to enhance student safety.

Developed in partnership with the Doral Police Department, the program uses radar- and camera-based technology to monitor driver speeds during designated school hours. Vehicles traveling more than 10 miles per hour over the posted speed limit are flagged, and a $100 civil fine is issued to the registered owner. Importantly, enforcement is limited to periods when students are most likely to be present—30 minutes before and after school hours, and throughout the school day—ensuring a focused approach to safety.

The city is kicking off the initiative with a 30-day public education and warning period, from August 14 to September 14, to raise awareness and allow drivers time to adjust to the new system before citations are enforced.

“Our goal is to protect students using every tool available to us,” said Doral Police Chief Edwin Lopez. “This technology gives us the ability to maintain consistent enforcement in critical areas while freeing up personnel for other public safety needs.”

The program supports multiple city goals, including:

  • Reducing speeding and increasing awareness in high-risk zones
  • Providing consistent enforcement without the need for on-site officers
  • Allocating fine revenue to support Doral’s school crossing guard program and broader public safety efforts, in accordance with state statutes

All camera-enforced zones are clearly marked with signage, and violations are processed through a civil system, with a 30-day response window before escalation.

For other municipalities, Doral’s approach offers a replicable model for enhancing pedestrian safety around schools using smart technology. It demonstrates how automated systems can complement traditional enforcement strategies while improving operational efficiency.
