When the City of Largo faced the challenge of aging infrastructure and costly repairs at its City Hall, city leaders saw more than a facilities issue. They saw an opportunity to reimagine what public investment could mean for the future of Downtown. That vision led to Horizon West Bay, a bold mixed-use development designed to anchor Largo’s growing downtown corridor and serve as a model for how civic spaces can drive economic and community revitalization.

Slated to open in 2026, Horizon West Bay will include City Hall, retail space, a parking garage, and a dynamic public plaza, creating a civic center that remains active well beyond business hours. The design intentionally blends public services with community life, setting the stage for night markets, live music, and pop-up events that will bring new energy to Downtown Largo after dark.

“Horizon West Bay is more than a building. It is a commitment to our community’s future,” said Mayor Woody Brown. “We have built this space with sustainability, community connection, and vibrancy in mind, and we hope it sets a new standard for future public and private investment throughout Largo.”

Rooted in extensive community input, Horizon West Bay reflects Largo’s strategic focus on resilience, public service, and community pride. The facility is on track for LEED Gold certification, powered in part by a 340-kilowatt solar array installed across the gargae roof and walkway canopy. It also utilizes geothermal energy for heating and cooling and incorporates natural light throughout the building to reduce energy use and enhance indoor comfort.

Horizon West Bay was also designed with team member wellness in mind. The facility features a flexible work environment, outdoor space for team members, a fitness center, and wellness rooms on every floor. The City of Largo believes that by investing in the well-being of its team, it is better equipped to deliver high-quality, superior service to the public.
